Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: February 23, 2010 <br />Item Description: Rice Street) Highway 36 Interchange Project <br />Ytem No: 6 <br />Background: <br />Ramsey County, Minnesota Department of Transportation, the City of Roseville and <br />surrounding communities are working on a solution for improvements to the Rice <br />StreetlHighway 36 interchange to address existing and future safety and operational <br />deficiencies. On December 21, 2009, the City Council ordered the preparation of a <br />feasibility report for the Rice Street) TH 36 Bridge Reconstruction Project. <br />We have had a number of community meetings over the last year. We have provided <br />information to property owners regarding the City's assessment policy and the proposed <br />design for Rice Street/ TH 36. <br />In accordance with City Council direction., a feasibility report has been prepared that details <br />the proposed design, neighborhood impact, and estimated cost of the proposed Rice Street/ <br />TH 36 Reconstruction project. Copies of the completed feasibility report are attached. The <br />Council will be holding a public hearing for this project on March 22. <br />The purpose of the proposed Rice Street/Highway 36 interchange improvements is to address <br />existing and future safety and operational deficiencies. The need for the project is driven by: <br />• Anticipated increase in traffic volumes on Rice Street from 20,000 vehicles per day to <br />{existing) to 27,200 vehicles per day (2033} <br />• Rice Street bridge over Highway 36 no longer meets current geometric standards <br />• Rice Street bridge is in poor condition and eligible for federal bridge replacement funding. <br />• Closely spaced intersections do not comply with current Mn/DOT access management <br />standards and cause traffic flow issues <br />• Non- motorized transportation facilities along Rice Street are not continuous, creating a <br />bottleneck at TH 36. <br />As traffic volumes increase, safety and traffic operations will continue to deteriorate if existing <br />deficiencies are not addressed. The feasibility report details the proposed design, neighborhood <br />impact, estimated cost and proposed funding for the construction of these public improvements. <br />Consistent with Ramsey County's cast sharing policy, a portion of the street reconstruction costs <br />will be charged to the City of Roseville. It is the City's policy to assess adjacent property <br />owners for up to 25% of the City ofRosevihe's cost for County Projects. <br />Financial Impacts <br />This project has major financial implications for the city including the following: <br />
