Roseville Public Works, Environment and <br />Transportation Commission. <br />Agenda Item <br />Date: February 23; 2010 <br />Item No: 7 <br />Item Description: NE Suburban Campus Connector Trail Project <br />Background: The NESCC Trail Project is located on Fairview Avenue between Roseville and Falcon <br />Heights. The project begins at County Road B-2 adjacent to Rosedale extending south to the <br />intercampus transitway connecting the two University of Minnesota campuses. The comdor is <br />approximately 3 miles. The project consists of the following improvements: <br />• Upgrade existing facilities from County Road B-2 to County Road B. Existing sidewalk on the <br />west side of Fairview will be widened to $ feet to accommodate bicycle traffic, connecting to the <br />County Road B-2 east-west regional trail. A pathway will be constructed on the east side of <br />Fairview to provide access to both sides of Fairview under Highway 36. <br />• All signal systems i.n the corridor will be retrofitted with countdown timers allowing safer <br />pedestrian and bicycle movement. <br />• The project will construct a new 8'-wide pathway between County Road B and Larpenteur Ave. <br />• Existing shoulders along Fairview between County Road B and Larpenteur will be improved to <br />create bicycle lanes for this section of the corridor. <br />• Larpenteur shoulders will be marked as bicycle lanes and a 6'-wide sidewalk will be added, filling <br />a gap in the existing system west of Cleveland Avenue. <br />• On Gortner, between Larpenteur and Folwell, bicycle lanes will be defined on- street, along with <br />the construction of a 6'-wide sidewalk on the west side of the street. <br />. We will also be incorporating street trees and benches at intervals in the corridor to enhance the <br />experience for the non-motorized corridor user. <br />The City has completed preliminary plans for this project. During plan development we determined <br />that additional easement are needed from Macy's as well as the Minnesota Historical Society. We will <br />continue to work with the property owners on acquiring these easements. Currently the cost of this <br />project is estimated at 51,100,000. <br />Staff is proposing the following timeline for this project. <br />• March 2010: Public Information meeting with residents to go over final plans. <br />• April 2010:: City Council Public Hearing <br />• Summer 2010: Construction <br />Recommended Action: <br />Discuss NESCC Trail Project. <br />Attachments: <br />A.
