Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: March 24, 2009 Item No: 6 <br />Item Description: Update on TH 280 Project <br />In 2007, after the collapse of the I-35W bridge over the Mississippi River, Mn/DOT utilized TH <br />280 as a detour route for I-35W. To increase capacity and improve safety on the highway, the <br />traffic signals at County Road B and Broadway Ave were removed entirely and all local access <br />to TH280 was temporarily closed with portable barriers. Now that I-35W bridge is reopened, <br />Mz>/DOT has scheduled a project on TH 280 in 2009 to address the changes from last year. <br />Project Description: <br />• At County Road B: Permanent removal of the signal. Construct a cul- de- sac on the east side <br />of TH280. Access on the west side of TH280 will remain open with only aright-in/ right-out <br />access. <br />• At Broadway: Reinstall signal. Broadway will be limited to right-in/ right-out access, and <br />northbound to westbound access only. This will allow continuous flow for northbound TH <br />280 traffic. No turns from eastbound Broadway to northbound TH 280 will be allowed. <br />• Reconstruct the frontage road and add a concrete barrier on the west side of TH 280. <br />The City Council approved this project after a public hearing on December 15, 2008. The City's <br />emergency first responders, Police and Fire, have reviewed the plans and have commented that <br />the closures will not impact their ability to serve this neighborhood. <br />Staff is working on the relocation of the Paper Calmenson lift station located on the east side of <br />TH280 just north of the southerly City boundary. This lift station was originally constructed on <br />an easement on Midland Hills Golf Course. Over the years, the State has acquired additional <br />right- of- way, and widened TH280, causing the easement to be partially on State right- of- way. <br />The elimination of the signal at Broadway makes access to the lift station very difficult and <br />dangerous. The state has agreed to pay for the cost to construct a gravity sewer system to the <br />City of Lauderdale, eliminating this issue for the City. Staff is working on agreements with <br />Lauderdale and Paper Calmenson so that this can sewer line can be constructed in 2009. <br />The State held one public information meeting on September 24, 2008, for this project. The <br />meeting was well attended. The majority of the comments received at both the public hearing <br />and open house were in support of the continued closure of County Road B. <br />Recommended Action: <br />Discussion of the TH 280 Project <br />
