REQUEST FOR HRA ACTION <br /> <br />Date: 01-17-06 <br />Item No: 6.c. <br />Staff Approval: Agenda Section: <br />CB Consent Item Description: Approval of annual contract renewals with the City of Roseville for <br />fiscal support and support staff services and with Krass Monroe for <br />legal services. (HF0041) 1.0 Background <br /> <br />The HRA requires annual review and renewal of the contract between the HRA and City <br />of Roseville for the use of City services for fiscal agent and administrative support staff. <br />In addition, the HRA requires an annual contract review and renewal for legal services. <br />Currently, the firm Krass Monroe provides the HRA legal services. <br /> <br />City Fiscal and Staff Services Contract: <br />The contract for the use of Roseville’s Finance Department to act as the HRA Fiscal <br />Agent is 5% of the total HRA administrative budget. For 2006, the HRA administrative <br />budget is $65,510 which includes the staff fees, legal fees, memberships and <br />subscriptions and training. The fiscal f ee based upon the contract would be $3,275.50 for <br />2006, which will be a prorated monthly transfer from the HRA Fund to the City’s <br />General Fund. The contract dates and amounts have been revised; however, all other <br />items remain the same as 2005. <br /> <br />The costs for administrative support services include minor monthly charges related to <br />the copying and distribution of the HRA monthly meeting agenda and packet as well as <br />the updating of the HRA page of the City’s website. The contract proposed is 3.5% of the <br />HRA administrative budget. The support staff contract would be $2,292.85 for 2006, <br />which will be a prorated monthly transfer from the HRA Fund to the City appropriate <br />fund where the work occurred. This is the first year that the HRA will be contracting <br />with the City only for support services since the executive director service is a separate <br />contract. To more fully evaluate the amount of time spent by the City of Roseville staff <br />for support services the quarterly reports prepared by the executive director will include <br />the actual time spent by Roseville staff for support services on HRA matters. <br /> <br />Legal Services Contract: <br />The HRA attorney is currently Jim Casserly with Krass Monroe. In addition, other <br />members of the firm have performed work for the HRA over the past year. The contract <br />for services is to be paid monthly, with HRA review quarterly, on a time spent basis at <br />hourly rates. The contract dates have been modified to reflect anticipated duties of the <br />attorney in 2006 as attached. The rates for 2006 remain at the same level as the rates for <br />2005. Legal fees associated with specific projects will be applied to those line items and <br />not be charged to the general administrative budget.
