RHRA_ Rental Licensing & Property Maintenance Public Hearing (01-17-06) - Page 3 of 6 <br />• In January 2005 – there were 274 non-homestead single family properties. <br /> <br />• In June 2005 – there were 413 non-homestead single family properties. <br /> <br />This is a 168% increase in the last 3 years (June 2002 to June 2005) and a 51% <br />increase in the past 6 months (January 2005-June 2005). Not all non-homestead <br />properties are rentals but staff estimates conservatively, based upon June 2005 <br />numbers that approximately 45% to 50% of the non-homestead single family <br />properties are rental. In addition, it is estimated that another 100 units of <br />homestead properties are rentals based upon differences in ownership name and <br />water bill name for the same address. <br /> <br />b. How many rentals are problem properties? The data has not been explicitly tracked in <br />the past and there is no way of identifying this number without making some <br />assumptions. However, we can get a sense from staffs past experience and year end <br />reports corresponding to complaints. It is staff’s estimate that of the single family homes <br />in Roseville, 25% of the complaints we get about grass not being cut relate to rental units, <br />20% of the complaints are about building maintenance relate to rental units, 30% of the <br />complaints are about parking on the grass relate to rental units, 20% of the complaints <br />aret about exterior trash relate to rental units, 75% of the complaints are about parking in <br />front of other houses relate to rental units, and 100% of the complaints about <br />overcrowding relate to rental units. <br /> <br />c. A breakdown of code violations by percentage follows: <br /> <br />• 30% cars; unlicensed, parking, inoperable, etc. <br />• 25% unmowed grass <br />• 16% house maintenance <br />• 13% outside storage <br />• 12% junk and debris <br />• 2% trash cans visible from the street <br />• 2% illegal gravel driveways <br /> <br />d. Non-compliant property violations. In the last five years, 33% of non-homesteaded <br />properties reviewed in Roseville were found to have issues with non-compliance in Land <br />Use codes. Of the 127 non-compliant properties, many properties had multiple violations. <br />These violations include; <br /> <br />• 62 % cars; unlicensed, parking, inoperable, etc. <br />• 50 % unmowed grass <br />• 34 % house maintenance <br />• 26 % outside storage <br />• 24 % junk and debris <br />• 4 % trash cans visible from the street <br />• 3 % illegal gravel driveways <br />
