Would prefer to see a truth in hous ing regulation that requires owner 6 <br />disclosure of home maintenance i ssues upon the resale of property . Staff 7 <br />Response - This option continues to be studied by the HRA and staff and may <br />be an additional option to address improvement of an aging housing stock <br />when there is a resale. In lieu of a nnual inspection, and considering that 30% <br />of the units turn over annually, could this also work for rental housing when it <br />becomes vacant? <br /> <br />14. What does this program do for me? Staff Response - The program would 14 <br />protect owners/landlord’s, who do ta ke care of their property, their <br />investment in their home and ability to compete in the open market to rent it. <br />They, like any other resident, woul d be protected from a neighboring <br />owner/landlord who is not taking care of the property. Staff periodically <br />gets calls from rental property buyers who are specifically looking for <br />‘distressed’ properties to purchase and rent out. Unfortunately when they do <br />buy them they often only do minimal maintenance on them and the property <br />remains an eyesore in the neighbor hood – as the homeowner said who <br />complained about the rental property he lives by on Rosedale Drive. In <br />addition, the “3 strikes (offenses) you’re out” provision has proven to be <br />helpful to landlords wanting the backgrou nd and data needed to evict problem <br />tenants . <br />15. Why were the rental property owners eliminated from the invite to the 28 <br />neighborhood meetings? Staff Response – They were not eliminated but <br />included in the mailings. The neighborhood meetings were advertised like <br />other public meetings – through newslette r, paper and some direct mail. The <br />HRA used the neighborhood block captain network to advertise. In addition, <br />wanting to make sure rental properties were invited, the HRA sent specific <br />invites to all non-homestead addresses. <br />16. Would like to see an exemption to the ordinance for rental properties where 36 <br />the owner lives on the parcel or in the attached duplex unit adjacent to the <br />rental property? These owners do not want to live next to run down and <br />unkept property and are very picky on who they rent to. Staff Response - <br />Staff has not specifically seen complain ts regarding these types of duplexes.
