Presentation on Affordable Housing – Guest Speaker from Central Community <br />Housing Trust, Gina Ciganik <br /> <br />Chair Majerus thanked the Central Community Housing Trust (CCHT) for coming to the HRA <br />meeting and providing the members with background on affordable housing and their <br />organization. He introduced Gina Ciganik and Phillip Schaffner as representatives of the <br />company. <br /> <br />Mr. Schaffner provided a history of CCHT, their co re values and types of housing that they have <br />been part of in the metropolitan area. Ms. Ciganik outlined the need for affordable housing and <br />how CCHT has been able to successfully comple te both quality new housing and renovation and <br />preservation of existing housing. Ms. Ciganik al so provided a summary of the financing for <br />affordable housing. <br /> <br />Ms. Ciganik provided a summary of a prospective property (Har Mar Apts) they are looking to <br />acquire and renovate in Roseville and asked for the HRA’s feedback on their participation. <br /> <br />Chair Majerus thanked CCHT and opene d it up to the Board for questions. <br /> <br />Member Maschka noted that he thinks it is very important to mix the affordability levels for a <br />product in Roseville. He thought that HarMar would be a great complex to renovate in Roseville <br />and noted that Roseville needs affordable quality rental in Roseville to match with the many <br />service jobs in Roseville. <br /> <br />Member Maschka also asked for a summary of th e development that CCHT is doing in Chaska <br />and if it was a similar situation to what they ar e looking at in Roseville. Ms Ciganik noted that <br />Chaska is a new development with mixed incom es and Roseville Har Mar is existing but also <br />proposing a mix of incomes with possibly some ne w townhomes constructed on the site. This is <br />very preliminary. <br /> <br />b. Discussion of Council Proposed Housing Moratorium <br /> <br />Dennis Welsch provided a summary of the City Council discussion on a possible housing <br />moratorium and possible process if enacted. St aff was directed to prepare a moratorium <br />ordinance for Council consideration, with resp ect to Title 11 of City Code, related to <br />subdivisions, plats, minor subdivisions, platting procedures, preliminary plats and related issues <br />for Council consideration on November 28th. The purpose of moratorium (for up to 12 months) <br />would be to a conduct study reviewing the selected ordinances and policies related to lot size, <br />density, neighborhood context, retention of large lot open private space and other related issues. <br />Staff will suggest that the Council use its a dvisory bodies (Planning Commission, HRA, and <br />Parks and Opens Space Commissions) to assist in the information generation and policy reviews. <br />In turn, if some new information or policy should come from this work, it is likely that it will be <br />incorporated into the City-Wide Comprehensive Plan (“the Plan”) which must be updated by <br />2008. This is important to the HRA because the HRA Housing Plan IS Chapter 6 of the <br />Comprehensive Plan. <br /> <br />Member Mascka provided a history of what the City Council has considered over the past several <br />years and the issues that brought a possible moratorium discussion forward. He noted the
