RHRA_ Housing Redesign Program Application (3-21-06) - Page 2 of 2 <br /> <br />3.1 If approved in item 8.a. the review of the application is as follows: <br /> <br />a. The % of building to total value must be under the average of 17%. The <br />applicant’s building to total value is 16%. <br /> <br />b. The property size must be below 1 acre in size and is not able to be subdivided. The <br />applicant’s property is 0.75 acres <br /> <br />c. The total assessed valuation must not exceed the minimum valuation by over 25%. <br />The applicant’s total assessed value exceeds the minimum valuation by 24.4%. <br /> <br /> <br />d. The property must be owned by a family of two or mo re with one person under the <br />age of 16. The applicant’s are a household of four with two under the age of 16. <br /> <br /> <br />3.2 Based upon the above criteria – the applicant meets the exception rule. If there is other <br />information that the HRA would like staff to review please contact me prior to the <br />meeting. <br /> <br />3.3 At the time of the report, the homeowners were unable to locate their appraisal but are <br />contacting the mortgage company and staff should have an opportunity to review the <br />replacement value prior to the meeting. <br /> <br /> <br />4.0 Staff Recommendation <br /> <br />By motion, approve the Housing Redesign Program Application for owners at 3103 Asbury in <br />Roseville per the program requirements and by meeting the approved exception criteria for <br />valuation. <br /> <br /> <br />Prepared by: Cathy Bennett (651-792-7015) <br /> <br /> <br /> <br />
