<br />Roseville HRA’s Recommendation regarding Rental Housing and Housing Change in <br />Roseville <br />Adopted by the HRA Boar d on February 21, 2006 <br />The HRA discussed several optio ns associated with the rent al licensing ordinance and is <br />recommending the delay in action on the establishment of a rent al licensing program to more <br />fully evaluate the affects of the Council adop ted Roseville Housing Maintenance Code. The <br />HRA is willing, with Council support to reallo cate the HRA budget for re ntal licensing to fund <br />necessary contracted inspecti on staff to successfully help address the increase in code <br />compliance generated by the Housing Maintenance Code. <br />In addition, the HRA is seeking City Council support in the establ ishment of a Citizen <br />Advisory Group to more fully revi ew and study the issues associ ated with rental properties <br />including the review of Rosevi lle’s draft ordinance, evaluati on of data and complaints, and <br />seek additional public comment from neig hbors living next to rental housing, peopl e living in <br />rental housing and landlords. The group could includ e key stakeholders such as residents <br />concerned about rental housing, rental owners, renters and a repr esentative from Northwestern <br />College. This process, funded by the HRA, would help bring th e community and stakeholders <br />together to prepar e options that work for all parties. <br />The HRA is also seeking Council’s support to participate in the Council visi oning process <br />regarding housing issues in Ro seville. The housing component of the visioning process would <br />address affordability, neighborhood balance, lif e cycle housing, and diversity. Subjects to <br />study and address could include neighborhood ch anges, lot size standards, redevelopment <br />standards, infill development, desi gn standards, open space, etc. <br /> <br /> <br />
