<br /> <br />HOUSING & REDEVELOPMENT AUTHORITY <br />IN AND FOR THE CITY OF ROSEVILLE <br /> CONSULTANT SERVICES AGREEMENT <br /> DRAFT <br /> <br /> <br />THIS IS AN AGREEMENT entered into the day of April, 2006 by and between the <br />Housing & Redevelopment Authority in and for the City of Roseville, Minnesota, hereinafter <br />referred to as the HRA, and the Center for Policy, Planning, and Performance a non-profit <br />corporation organized and existing under the laws of the State of Minnesota, hereinafter referred <br />to as the Consultant. <br /> <br />WITNESSETH: <br /> <br />WHEREAS , the HRA desires to hire the Consultant for facilitation and reporting <br />services relating to the Citizen Advisory Group process being undertaken by the HRA. <br /> <br />NOW THEREFORE , the parties hereto do mutually agree as follows: <br /> <br />I. Scope of Services . The Consultant shall perform services relating to facilitation of an <br />Advisory Group as outlined in Attachment A of this agreement and summarized as follows: <br /> <br />A. Meet with the Advisory Group to help clarify and focus the work including number <br />of meetings, location and target group participants for each meeting, and key <br />questions related to the issues of rental housing that the Advisory Group is required to <br />provide in its report to the HRA. <br />B. Facilitate focus group meetings with key residents directly impacted by rental <br />housing. <br />C. Develop a short “on-line” survey for anyone in Roseville interested in commenting <br />but not able to attend the focus group meetings. <br />D. Provide a draft report based on the focus groups and on-line survey information for <br />review/comment by the Advisory Group and facilitating the discussion at the <br />Advisory Group meeting. <br /> <br />II. Term. This agreement shall be effective upon the approval of the HRA Board of <br />Directors and execution by the Chair and Executive Director and continue through the last <br />summary meeting with the HRA in August 2006, or until terminated by either party upon 30-day <br />written notice thereof, whichever occurs first. <br /> <br />III. Compensation. The fees for the Consultant’s services will be billed on an hourly <br />basis in accordance with time spent on the project and work with the rates set forth in <br />Attachment A not to exceed $8,000. Fees shall be paid within 30 days following receipt of a <br />monthly invoice for services performed. Consultant will also charge for reasonable out of pocket <br />expenses such as faxes, reproduction, delivery services, long distance telephone calls and other <br />similar items. <br />
