RHRA_ cost sharing agreement (4-18-06) - Page 1 of 1
REQUEST FOR HRA ACTION
Date: 4-18-06
Item No: 8.c.
Staff Approval: Agenda Section:
CB Action Item Description: Consideration of Co uncil Request to Support Cost Sharing of
Visioning Process (HF0046)
1.0 Requested Action
Approve, by motion, a cost sharing agreement w ith the Roseville City Council for a City
visioning process. If approved, the HRA will need to make an amendment to their existing HRA
budget to accommodate the City Council’s request for cost sharing.

2.0 Background
2.1 At the 3/27/06 City Council meeting, the Council requested that the HRA help participate
financially in the City visioning process. Their proposal is to have the HRA pay for 60%
of the costs up to $30,000, and for the City to pay 40% of the costs up to $20,000. The
total amount of the visioning process would be no more than $50,000. The Roseville City
Attorney recommended that the Council and the HRA formally approve an agreement
that would outline the agreed-upon terms. A proposed agreement is attached which was
approved by City Council on 4/10/06 along with a memo from Chris Miller, Roseville
Finance Director.

2.2 The Council’s request is a result of the HRA’s recommendation and request to participate
in the housing-related matters associated with the visioning process.

3.0 HRA Budget Impact
3.1 The funding for the visioning process was not originally budgeted by the HRA for 2006.
However, there is $80,000 that was budgeted for the implementation of a rental licensing
program in 2006. Based upon the delay in implem enting this program, part of those funds
could be reallocated to the City visioning pro cess. If a rental licensing program is still
implemented later this year there will still be a balance of $50,000 to help fund those efforts.
However, if approved, a budget modification should be made to properly reflect the change.
The City Council is aware that the HRA will need to use these funds to participate in the cost
sharing agreement for the visioning process. A draft modified budget for Fund 723 is
attached.

4.0 HRA Suggested Action
4.1 By motion , approve the attached cost sharing agreement with the Roseville City Council
in an amount not to exceed $30,000 to help fund a City visioning process.

4.2 By motion , amend the Roseville HRA Budget, Fund 723-78 Neighborhood Enhancement
Program to reduce the Housing Code/Rental Licensing to $50,000 and allocate $30,000
to professional services.

Attached: cost sharing agreement, memo, modifi ed budget Prepared by: Cathy Bennett (651-792-7015)
