RHRA_ HIA Discussion (08-15-06) - Page 1 of 1 <br />REQUEST FOR HRA DISCUSSION <br /> <br />Date: 08-15-06 <br />Item No: 9.b. <br />Staff Approval: Agenda Section: <br /> CB Information Item Description: Information regarding the process for setting up a Housing <br />Improvement Area (HIA) – Westwood Village (HF0052) <br />1.0 Background <br /> <br />1.1 The HRA staff has been in discussion with a representative of the Westwood Village <br />Town Home Association regarding possible options to assist in the financing of exterior <br />improvements using a Housing Improvement Area (HIA). A HIA is a tool available to <br />local units of government provided by state statute to help fund improvements to <br />common areas within housing areas that can not otherwise be funded with private <br />investment. The HIA works similar to a public assessment with the payback on the <br />public investment added to the taxes of th e owners within the identified area over a <br />period of years. <br /> <br />1.2 The following attachments are being provided for your information regarding the process <br />to establish a HIA in Roseville. The up front funding options can be discussed with HRA <br />Attorney Jim Casserly which includes the use of existing budget funds or bonding. <br /> <br />1.3 In addition, Sue Shea with the Westwood Village Town Home Association and resident <br />of the complex will be in attendance to discuss their needs and possible interest in <br />participating in the program. <br /> <br />2.0 Summary of a Housing Improvement Area (See attached memo from Krass Monroe <br />and background information) <br /> <br />2.1 The housing area (logically a town home or c ondo development with a common association <br />arrangement) interested in funds must send a petition to the City Council requesting that a <br />HIA be established. In addition, the comple x will need to provide evidence that the <br />improvements could not be funded without this a ssistance due to a hardship to the residents. <br /> <br />2.2 The City Council, with a recommendation from th e HRA, is the legal authority to, after a <br />public hearing and adoption of an ordinance, es tablish the HIA. At that time the City can <br />designate the HRA as the implementing entity for the HIA. <br /> <br />2.3 Then the HRA would hold the final public hearing that would allow public testimony <br />regarding the estimated fees that would be imposed upon the owners within the designated <br />area. Within six months after the hearing a resolution by the HRA will be adopted setting <br />the maximum fee. The payback of the funds would be collected along with the property <br />taxes for the number of years outlined in the resolution. <br />
