Meeting date: June 5, 2006 p. 1 of 3 <br />Roseville Housing and Redevelopment Authority <br />Citizen Advisory Group on Rental Housing <br /> <br />June 5, 2006 Meeting Notes <br /> <br />Present : Warren Anderson, Ron Bartz, Michelle Bonine, Angie Fleming, Sue Hackett, <br />Kevin Kelly, Jeanne Kelsey, Jim Olson, Annette Phillips, Dan Roe, Cory Schmitt, Joe <br />Scheunemann, Bob Venters <br /> <br />Staff : Cathy Capone Bennett, HRA Executive Director <br /> <br />Facilitators : Barbara Raye and Carol Swenson, Center for Policy, Planning, and <br />Performance <br /> <br /> <br />Welcome <br /> Cathy Bennett provided general back ground information about the Roseville <br />HRA, how the citizen advisory group came in to being, and the charge to the advisory <br />group. The HRA sought to create a group of re presentatives from different stakeholder <br />groups. Annette Phillips noted the lack of representation from the renters stakeholder <br />group. <br /> Barbara Raye, from the Center for Policy, Planning, and Performance was <br />introduced to the group as the lead facilitator for the study. She facilitated the meeting. <br /> <br />Introductions <br /> Participants introduced themselves and provided background information and <br />their interest in being a member of the Citizen Advisory Group. <br /> <br />Review of Draft Ordinance <br /> C. Bennett provided detailed background information about the history of the <br />property maintenance code adoption and the proposed rental licensing ordinance. Key <br />points included: <br />1. Both public policy initiatives were initiate d in response to citizen complaints about <br />poor property maintenance, an excessive num ber of cars associated with residential <br />properties thus less street parking or parking on lawns, and overcrowding in the <br />residentces. <br />2. Code enforcement staff lacks the authority to research complaints and enforce the <br />codes. <br />3. A marked increase in the number of rental properties (single family homes) in recent <br />years. <br />4. Roseville’s housing stock is aging and an increasing number of residents appear <br />unable or lack the incentive to unde rtake basic maintenance and upgrades. <br />5. After conducting a community engagement process on housing issues, the HRA <br />proposed adopting a citywide property maintenance code based on the International <br />Property Maintenance Code and a Rental Housing Licensing Ordinance. After the <br />public hearing on this recommendation, the Council acted to adopt a Property
