Is there any advantage to re newing licenses during the <br />summer to coincide with student rental patterns? <br />A: The proposed December renewal period is us ually a slow time for in spectors so it is likely <br />that it would cost less for inspections. <br /> <br />Q: Is the fine structure established? <br />A: The proposed fine for a violation is $100. <br /> <br />Q: Are hardwired smoke dete ctors a necessary requirement? <br />A. A hardwired smoke detector is required if joists are exposed. This requirement is consistent <br />with other building requirements. <br /> <br />Q: Should carbon monoxide detectors be added? <br />A: Yes. That state law was pa ssed after the ordinance was drafted. <br /> <br />Program Cost Considerations <br />Q: How would the Rental Appeals Board be funded? <br />A: The HRA would sit as this board. The only cost would be staff support. <br /> <br />Rights <br />Q: Would it be possible to surv ey renters to see if they are “comfortable” with an inspection <br />every year? <br />A: Yes. <br /> <br />Q: Would the lease need to specify that an inspection would occur? <br />A: Yes, but landlords already have the legal righ t to enter a rented prope rty if they give proper <br />notice. <br /> <br />Q: Could the inspection occur when the property is vacant? <br />A: The inspection would occur with another person, presumably the landlord or his/her <br />representative, accompanies the inspector. <br /> <br />Information Requests from the Advisory Group <br /> Ordinances from cities other than Burnsvil le — Members of the group requested other <br />ordinances from cities with similar issues, especi ally college student rent al situations. They <br />are looking for good ways to address: 1) ove rcrowding; 2) property maintenance; and 3) <br />parking. Members suggested it might be wo rth contacting Winona, Mo orhead, East Grand <br />Forks, etc.
