Everyone took turns providing a self- <br />introduction. <br /> <br />Notes for June 5 and 19, 2006 <br />No changes requested. <br /> <br />Context for July 19 Discussion <br />Barbara opened the meeting by clarifying the role a nd expectations of the CAG. She noted that <br />the HRA has asked them to review housing issues and the proposed licensing ordinance, and that <br />the HRA is open to all recommendations they want to make, even not proceeding with a <br />licensing program. Barbara encouraged the gro up to think creatively ab out how housing issues <br />might be addressed. Barbara also encour aged the group to begin formulating their <br />recommendations as the timeframe is short a nd the group needs adequate time to discuss and <br />reach consensus on their recommendations. <br /> <br />To facilitate this discussion, Barbar a distributed a list of 10 issues and values that have surfaced <br />in previous meetings. They include: prope rty exterior maintenan ce, parking/traffic, <br />overcrowding, data/records, enforcement of new property maintenance code, especially gaining <br />access to the property, city capacity to e ducation or manage new programs, funding, <br />equity/fairness, renter’s safe ty/rights, and public input. Ke y points that emerged during the <br />discussion of these issues are identified in thes e notes. A separate document that contains a <br />summary of these issues and poten tial recommendations to the HRA will be distributed with the <br />agenda for the next meeting. <br /> <br />ISSUE: Overcrowding— The group discussed overcrowding first because some members feel it <br />is the primary issue driving creati on of a rental licensing program. <br />• The City can send a letter notifying residents of suspected overcrowding, but lack <br />additional “tools” that would allow them to en ter the unit, inspect it, and take action. <br />• To obtain a Court Order for access, the City mu st have an eyewitness willing to testify <br />about the overcrowding.
