Consideration Housing Redesign Application – 1137 Ryan Avenue (HF0050) <br /> <br />Executive Director Bennett provided a brief summary of the program. The owner of 1137 Ryan <br />Avenue submitted an application for the program in early June for review. As part of the <br />program review process an eligibility criter ia checklist was prepared. On June 20, 2006, <br />the Roseville Development Review Committ ee reviewed the app lication, eligibility <br />criteria checklist and renovation plan and c oncluded that the project pre-qualified for <br />reimbursement of ½ of the design fees up to $6,000 for the renovation work which is an <br />eligible expense under the program guidelines. <br /> <br />Bennett noted that the project provides an en larged and improved kitchen and bathroom <br />and new front entry. In addi tion, the home will include all new hardiplank lap siding. <br />The renovation costs for the project are expe cted to exceed $100,000. The total design <br />fees are $2,800 of which the program provides ½ of the fee or $1,400. <br /> <br />Member Kelsey asked about the signed architect agreement and requested approval of the grant <br />upon securing that agreement. <br /> <br />Motion : Member Bean moved, seconded by Member Elkins, to approve the Housing <br />Redesign Program Application for owners at 1137 Ryan Avenue in Roseville based upon <br />meeting the eligibility criteria for the program and contingent upon receiving signed <br />architect and homeowner agreements. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />b. Consideration of Aproval of the HRA Preliminary Budget and Levy for 2007 <br />(HF0051) <br /> <br />Executive Director Bennett presented the process for reviewing and approving the HRA annual <br />budget and need for a levy to support the program s and administration of the HRA. Ms. Bennett <br />provided a summary of the review of the programs and development of the preliminary budget by <br />the HRA Finance Subcommittee. <br /> <br />Based upon the budget considerations disc ussed and recommended by the Finance <br />Subcommittee, the 2007 levy request is sugge sted to be $155,750 or a reduction of <br />$133,235 (86% decrease) from 2006. Howeve r, Ms. Bennett noted that the minimal <br />levy request will allow the HRA to continue to serve the residents with existing <br />programming and provide some additional mark eting but that it does not provide funding
