2 <br />Ayes: 4 <br />Nays: 0 <br />Motion carried. <br /> <br />7. Public Hearing <br /> <br />a. Public Hearing Regarding HRA Citizen Advisory Group Recommendations on <br />Rental Housing in Roseville (HF36) <br /> <br />Chair Majerus opened the public hearing and asked that facilitator of the Citizen Advisory Group, <br />Barbara Raye, present information regardi ng the process and their recommendations. <br /> <br />Mr. Raye provided a summary of the process and purpose of the Group. In addition, she <br />summarized the recommendations as follows: <br /> <br />Recommendation #1 — Strengthen the administrative ticket tool attached to existing <br />ordinances by: a) creating and escalating fine structure and b) working with Ramsey <br />County tax collection to add unpaid admini strative tickets as an assessment on the <br />property tax. <br /> <br />Recommendation #2 — City Council take action to al low code enforcement staff to <br />initiate a court citation process without a public hearing by the C ity Council, with the <br />understanding that there would be safeguards in place to prevent abuse of the process. <br /> <br />Recommendation #3 — The City to implement a mandatory Rental Registration <br />Program. The program would contain the following characteristics: <br />a. It will apply to property ow ners who rent buildings w ith 4 units or less. (This <br />includes: fourplexes, triplexes, duple xes, and single-family houses.) <br />b. The program applies to propert y owners who have unrelated boarders where the <br />intention is that people share costs for re nt and other expenses, such as college <br />students sharing a 4 bedroom house even if the house is owned by one student or <br />his/her parent. Single family hous es where people are temporary boarders within <br />the same living unit as th e owner are not included. <br />c. The registration form will include: <br />i. Name <br />ii. Address of property owner <br />iii. Name and address of local contact if property owner lives out-of-state all <br />or part of the time <br />iv. Number of bedrooms (to be cross-refe renced against property tax records) <br />v. Number of baths (to be cross-refere nced against property tax records) <br />d. Registration is required when the program is initiated or with change in <br />ownership. <br />e. The registration fee will be nominal. (approximately $25) <br />f. Fees generated from initial implementation will be used to inform property <br />owners and promote the program, create a da tabase that is compatible with other <br />databases used for reporting, data entr y, creating an on-line registration and <br />payment page on the City’s website
