RHRA_ cost sharing agreement (5-16-06) - Page 2 of 2
3.0 HRA Budget Impact
3.1 The funding for the visioning process was not originally budgeted by the HRA for 2006.
However, there is $80,000 that was budgeted for the implementation of a rental licensing
program in 2006. Based upon the delay in implem enting this program, part of those funds
could be reallocated to the City visioning pro cess. If a rental licensing program is still
implemented later this year there will still be a balance of $50,000 to help fund those efforts.
However, if approved, a budget modification should be made to properly reflect the change.
The City Council is aware that the HRA will need to use these funds to participate in the cost
sharing agreement for the visioning process. A draft modified budget for Fund 723 is
attached.

4.0 HRA Suggested Action
4.1 By motion , approve the attached cost sharing agreement with the Roseville City Council
in an amount not to exceed $30,000 to help fund a City visioning process.

4.2 By motion , amend the Roseville HRA Budget, Fund 723-78 Neighborhood Enhancement
Program to reduce the Housing Code/Rental Licensing to $50,000 and allocate $30,000
to professional services.

Attached: cost sharing agreement, memo, modified budget, memo from Council Member Kough, Proposal from
Visioning Consultant.
Prepared by: Cathy Bennett (651-792-7015)
