RHRA_ CAG recommendations Hearing (10-17-06) - Page 1 of 2 <br /> <br /> REQUEST FOR HRA ACTION <br />Date: 10-17-06 <br />Item No: 7.a. <br />Staff Approval: Agenda Section: <br />CB Public Hearing Item Description: Public Hearing Re garding HRA Citizen Advisory Group <br />Recommendations on Rental Housing in Roseville (HF0036) <br /> <br />1.0 Requested Action: <br />1.1 Open public hearing to gain public comment regarding the recommendations on rental <br />housing prepared by the HRA Citizen Advisory Group. <br />1.2 Upon closure of the public hearing and after RHRA discussion, by motion, adopt and <br />approve, with RHRA revisions or additions , the Citizen Advisory Group <br />recommendations on rental housing in Roseville and forward to the Roseville City <br />Council for consideration of final adoption. <br />1.3 Adoption by the City Council would include, at a minimum, the following policy and <br />ordinance changes. <br />a. Revision to the court citation process <br />b. Revision to the annual fee resolution <br />c. Adoption of a rental housing registration ordinance <br />d. Concurrence with the HRA to include budget resources for <br />implementation of the CAG recommendations in the 2007 Budget <br />and provided in the 2007 HRA levy request. Currently, in the 2007 <br />budget, the HRA has included $50,000 for rental housing <br />implementation, $2,000 for additional marketing and $100,000 for <br />abatement costs associated with dilapidated single family housing. <br />2.0 Background: <br />2.1 The HRA established the Citizen Advisory Group in May 2006 with the specific purpose <br />of reviewing the draft rental licensing ordinan ce, to study issues associated with rental <br />properties, and to make recommendations to the RHRA on how it might address areas of <br />concern. <br />2.2 The 14-member Citizen Advisory Group held 6 two-hour meetings throughout the <br />summer. The group reviewed data, heard from codes, building, police and fire staff as <br />well as reviewed other ordinances and their effectiveness. Over the course of their <br />meetings, the group agreed that the following are key issues regarding rental housing and <br />housing codes in general. <br />
