<br />REQUEST FOR HRA DISCUSSION <br />Date: <br />1-18-05 <br />Item No: 8 <br />.a. <br />Staff Approval: Agenda Section: <br /> Information <br />CB <br />Item Description: Review of a Neighborhood Enhancement Program - “What are <br />Neighboring Communities Doing? (HF0025) <br />” <br />Background <br />1.0 <br />1.1The process to evaluate a Neighborhood Enhancement Program (attached) was accepted <br />by the HRA in October. In November, the HRA heard from the City Permits Coordinator <br />Don Munson and Code Enforcement Officer Rick Talbot who provided a summary “from <br />the field” - what they are hearing from residents and the trends that they are observing <br />within the community. In addition, HRA staff provided a brief summary of single family <br />non-homestead units and the increase over the last 5-10 years as well as the demographic <br />trends associated with these changes. <br />1.2The next step in the process is to review and hear from neighboring communities on how <br />they are dealing with the same issues and how they have put programs in place to address <br />rental property issues. Attached is a chart which identifies different programs <br />implemented in surrounding communities for your review. <br />1.3We are fortunate to have guest speakers from Shoreview and St. Louis Park to explain <br />their programs. Each representative will provide a summary of the programs, what lead <br />up to the implementation of the programs, how they were implemented and what has <br />been the result or changes seen through the enforcement of the programs. <br />1.4Both communities are developed suburbs with similar issues as Roseville.
