<br />REQUEST FOR HRA ACTION <br />Date: <br />4-19-05 <br />Item No: 8.a. <br />Staff Approval: Agenda Section: <br /> <br />CBAction Item <br />Item Description: Consideration of 2005 Housing Redesign Program Application for 937 <br />Orchard Lane <br />Requested Action <br />1.0 <br />By motion, approve a Housing Redesign Program Application for design services in conjunction <br />with the improvements at 937 Orchard Lane in Roseville. <br />Background <br />2.0 <br />2.1The HRA Housing Redesign Program provides assistance up to $6,000 for architect fess <br />to assist Roseville homeowner’s, who meet specific eligibility criteria, make home <br />renovations that affect the exterior appearance and street appeal of the home. <br />2.2The program purpose is to provide an incentive for homeowners to invest in remodeling <br />their older style home in a way that the design will be adaptable for the next generation <br />with more functionality add creativity. <br />2.3The specific goals of the program are: <br />1. Encourage homeowners to put professional design, value, and utility back into the <br />City’s older housing stock (pre 1980) and to discourage additions that do not blend and <br />add aesthetic appeal to the existing structure. <br />2. Assist families (defined as household of three or more with one minor child under the <br />age of 16) who would like to remain in Roseville and create an adaptable home for their <br />family and a more marketable home for the next owner. <br />3. Adding new front entries to create more street appeal and encourage more neighbor to <br />neighbor interaction. <br />Application Review <br />3.0 <br />3.1The owners of 937 Orchard Lane, Margaret & Greg Kroening submitted an application <br />for the program in early March for review. As part of the program review process an <br />eligibility criteria checklist was prepared. On March 15, 2004, the Roseville <br />Development Review Committee reviewed the application, eligibility criteria checklist <br />and renovation plan and concluded that the project prequalified for reimbursement of ½ <br />of the design fees up to $6,000 for the renovation work which is an eligible expense <br />RHRA_ Housing Redesign Program Application (4-19-05) - Page 1 of 2 <br /> <br />
