REQUEST FOR HRA ACTION
Date:
5-17-05
Item No: 7
.a.
Staff Approval: Agenda Section:
Action
CB
Item Description: Acceptance of Report on Neighborhood and Business Meetings and
Discuss Next Steps (HF25)
Requested Action:
1.0
(To be
1.1The HRA will be asked to listen, review and accept a draft report and findings
emailed on Monday)
on the Neighborhood and Business Meetings as part of the
Neighborhood Enhancement Program process.
1.2The HRA should discuss next steps for the report’s recommendations and
communication to the City Council, commissions and the community.
Background
2.0
2.1In October 2004, the HRA developed a process to evaluate a Neighborhood Enhancement
Program. Beginning in November 2004 the HRA conducted an educational process to
learn about the issues as well as programs that other communities have implemented to
address housing and neighborhood concerns. In February 2005, the HRA approved a
series of neighborhood and business meetings to review and discuss neighborhood
housing issues throughout the community.
2.2As part of the Neighborhood meeting process, the HRA hired Barbara Raye and Carol
Swenson of the Center for Policy, Planning and Performance (CPPP) to facilitate and
then summarize the findings from each meeting.

The process included five neighborhood meetings and four business meetings
(commission chairs, local realtors, multi-family owners and representatives and a joint
school officials and realtors meeting) held in March, April and May.
2.4Barbara and Carol will provide the HRA with a summary of these meetings, the general
themes, the most compelling resident views and their findings on housing issues. In
addition, they will recommend areas for policy development and action by the HRA.
Suggested HRA Action:
3.0
By motion,
3.1accept the draft neighborhood meeting report and findings prepared and
presented by the Center for Policy, Planning and Performance.
3.2Discuss the next steps associated with the neighborhood enhancement program including
formulating recommendations and communication with the City Council, commissions
and the community.
Report Prepared by: Cathy Bennett, 651-792-7072, Attachments: Neighborhood Summaries, Meeting area map.
RHRAD_ Neighborhood Enhancement (05-17-05) - Page 1 of 1
