7.Action Items: <br />Approve Application for Funding for 311 County Road B (HF28) <br />a. <br />Executive Director Bennett noted that the MHFA consolidated request for proposals for <br />2005 on single family projects is due on July 14, 2005. The objective of the request for <br />proposals is to provide “one-stop shopping” for funds and/or assistance available to <br />address the need for single family, owner-occupied affordable housing. The Family <br />Housing Fund, the Greater Metropolitan Housing Fund, the Metropolitan Council, the <br />Minnesota Department of Corrections and the Minnesota Housing Finance Agency join <br />together on this application process to apply their funds collectively to projects that meets <br />their objectives. <br />The HRA supported the submission of an MHFA consolidated request for proposals in <br />February, 2005. The request for MHFA funding under this application for 311 County <br />Road B was not supported at this time due to the competitiveness of other applications <br />and readiness of this project. Staff has had discussions with MHFA staff and they are <br />encouraging the HRA to resubmit the application and proceed with land control and <br />planning. <br />Member Kelsey recommended moving forward after having an opportunity to visit the site as this <br />would be a good location to expand the number of first time home buyer units in Roseville. <br />Member Kelsey noted that any application to MHFA should also be forwarded to the City <br />Council for support as well. <br />Member Hermes asked if moving forward would commit the HRA to the project (no). <br />Member Kelsey suggested that the HRA make a purchase offer to the owner representative as this <br />will strengthen the funding applications. Member Kelsey noted that any purchase offer however <br />should be contingent upon soil studies, environmental studies and securing adequate funding. <br />Member Hermes suggested an offer at the appraised value as a start and if the owner <br />representative wanted to have another confirmation appraisal that it should be done and paid for <br />by him. Member Hermes also noted that she walked the site and using her professional real estate <br />expertise felt that the site did have some limitations due to the grade and possible soils and that <br />this may limit the number of units that can be built on the site. <br />approve the submission of <br />Motion: <br /> Member Kelsey moved, seconded by Member Hermes, to <br />the Single Family Consolidated Request for Proposal and direct HRA staff to make an <br />application for 311 County Road B with the City Council support. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />Motion: <br /> Member Bean moved, seconded by Member Kelsey, to make a purchase offer on the <br />site for the appraised value with environmental, soil condition contingencies and based upon <br />successful funding applications for the site purchase and development drafted and reviewed by <br />. <br />the HRA attorney <br />Ayes: 5 <br />2 <br /> <br />
