7.Action Items: Approve Application for Funding for 311 County Road B (HF28) a. Executive Director Bennett noted that the MHFA consolidated request for proposals for 2005 on single family projects is due on July 14, 2005. The objective of the request for proposals is to provide “one-stop shopping” for funds and/or assistance available to address the need for single family, owner-occupied affordable housing. The Family Housing Fund, the Greater Metropolitan Housing Fund, the Metropolitan Council, the Minnesota Department of Corrections and the Minnesota Housing Finance Agency join together on this application process to apply their funds collectively to projects that meets their objectives. The HRA supported the submission of an MHFA consolidated request for proposals in February, 2005. The request for MHFA funding under this application for 311 County Road B was not supported at this time due to the competitiveness of other applications and readiness of this project. Staff has had discussions with MHFA staff and they are encouraging the HRA to resubmit the application and proceed with land control and planning. Member Kelsey recommended moving forward after having an opportunity to visit the site as this would be a good location to expand the number of first time home buyer units in Roseville. Member Kelsey noted that any application to MHFA should also be forwarded to the City Council for support as well. Member Hermes asked if moving forward would commit the HRA to the project (no). Member Kelsey suggested that the HRA make a purchase offer to the owner representative as this will strengthen the funding applications. Member Kelsey noted that any purchase offer however should be contingent upon soil studies, environmental studies and securing adequate funding. Member Hermes suggested an offer at the appraised value as a start and if the owner representative wanted to have another confirmation appraisal that it should be done and paid for by him. Member Hermes also noted that she walked the site and using her professional real estate expertise felt that the site did have some limitations due to the grade and possible soils and that this may limit the number of units that can be built on the site. approve the submission of Motion: Member Kelsey moved, seconded by Member Hermes, to the Single Family Consolidated Request for Proposal and direct HRA staff to make an application for 311 County Road B with the City Council support. Motion: Member Bean moved, seconded by Member Kelsey, to make a purchase offer on the site for the appraised value with environmental, soil condition contingencies and based upon successful funding applications for the site purchase and development drafted and reviewed by . the HRA attorney Ayes: 5 2
