Discussion of 2006 Proposed Preliminary Budget and Set Public Hearing for August 16, <br />d. <br />2005 (HF0031) <br />Executive Director Cathy Bennett outlined the time table for discussion/action on the HRA <br />th <br />proposed budget. On August 16 the HRA will be asked to approve a preliminary budget and <br />ndth <br />hold a budget hearing. On August 22 the HRA meets with the Council; on September 12 the <br />council will adopt a preliminary budget and draft levy. She described the restricted CDBG fund <br />budget and the unrestricted levy budget with minimal programming and needed levy amount. <br />She suggested amending the housing plan to include the multi-family study and neighborhood <br />meeting report. The budget may be changed based upon the discussion with the Council on <br />th <br />August 8 as a result of new programs. The current budget does not include any new programs. <br />Member Kelsey asked if Home and Garden Fair (a self-sustaining activity) expenses could be <br />taken off of levy budget. It is a “wash”. Staff will check with the Finance Department. <br />thth <br />The Finance committee will meet after the 8 and before the 16 so that a budget can be <br />th <br />recommended on August 16. <br />Motion: <br /> Member Kelsey moved, seconded by Member Maschka, to set a public hearing for <br />August 16, 2005 at 7:00 p.m., to discuss the proposed 2006 HRA budget and levy request. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />8.Information, Reports & Other Business <br />a.Board/Staff Reports <br />1.Cathy Bennett distributed handouts from the City Manager & rental licensing chart. <br />2.Dennis Welsch handed out an initiation from the Planning Commission to attend the first of a <br />series of planning sessions on “Roseville – Past, Present and Future” on August 3 at 8:00 p.m. <br />The sessions are being facilitated by John Shardlow from Dahlgren, Shardlow and Uban in <br />preparation for the next full City Comprehensive Plan Update. <br />th <br />3.Cathy Bennett described the new candidate orientation by staff on July 20. <br />4.Cathy Bennett explained that the 311B property grant process has been dropped since the <br />owner wishes to pursue development on his own. <br />9.
