Review of HRA Program Budget <br />3.0 <br />3.1Staff has prepared and attached a summary narrative of the proposed budget as well as <br />spreadsheets for both the levy fund (723) and the restricted federal funds (721). <br />Proposed Amendment to Housing Plan <br />4.0 <br />4.1The HRA must annually review and amend their Housing Plan to fully outline the goals <br />and objectives and strategies for implementation of programs funded by the HRA levy. <br />Staff has updated the plan based upon the 2004-2005 multi family study and the priority <br />action steps associated with the neighborhood enhancement report. The proposed <br />changes and additions are black lined in the attached modified Housing Plan for HRA <br />review. <br />Recommended HRA Action <br />5.0 <br />4.2Open the public hearing to review the suggested 2006 HRA budget and proposed levy. <br />Request staff to verbally summarize the budget and plan amendments. <br />4.3Take public comment <br />4.4Review and discuss amendment to the HRA Housing Plan <br />: <br />4.5Upon closure of the public hearingNote: The public hearing can stay open and the <br />actions taken up later in the meeting if the HRA would like to adopt the Neighborhood <br />meeting report and action steps prior to adopting a budget. <br />By motion <br />, approve (with HRA member changes) amendments to the HRA <br />Housing Plan. <br />By motion <br />, adopt a preliminary 2006 Budget (with HRA member changes). <br />By resolution <br /> (attached), request an HRA Tax Levy for 2006 to be forwarded to <br />the City Council as part of the budget and truth in taxation hearings. <br />Attachments: <br /> Draft Levy Resolution, 2006 Draft Budget Summaries (723, 721), Amended <br />Housing Plan (black lined) <br />Prepared by: Cathy Bennett (651-792-7072) <br /> HRA Budget Hearing & Levy Request - Page 2 of 2 <br /> <br />
