of the design fees up to $6,000 for the renovation work which is an eligible expense
The DRC suggested that
under the program guidelines with the following conditions.
the owner include a front entry/porch into the design to break up the mass of the
front elevation, provide more street appeal and allow a covered area for guests.
They felt that this would make the project much more successful and the funds from the
HRA could help to make it happen within their existing budget.
3.2The residential inspector has reviewed the plans and the building permit has been issued
and the project is currently under construction. (See attached site photo in progress) The
project (as attached) provides for a second story addition over the 1,000 square foot
existing home. The addition will include two bedrooms, sitting area, bathroom and small
kitchen on the second level to accommodate the family’s existing living arrangement
with their father. The second level is accessed only through the existing home with the
addition of a new interior stairway.
The project as proposed does not include a new entry attached to the existing home.
3.3
However, the DRC suggested that this element be added to create a better entry design
and tie together the existing home with the second level. The homeowners have
previously remodeled the kitchen, family room and bathroom with new flooring and will
be demolishing the existing garage and adding a two stall detached garage.
3.4The Huberty’s are a young family with two small children who moved in with their father
when they moved back to Minnesota from Michigan. Their father, current owner of the
home, will live with the Huberty’s but they will be purchasing the home from him. They
are very interested in staying and growing in Roseville and need the additional space to
accommodate a household of five. They meet the new eligibility criteria established by
the HRA in 2004. Although construction started on the project in this summer, they are
hopeful that the HRA will approve their request to assist in helping to reimburse a
portion of the design costs associated with the project. The project costs are estimated to
be over $100,000 and the design fees are $4,000. In addition, the requirement to include
a front entry into the project will cost the homeowners more in architect fees and
construction costs.
3.5The homeowners will be available at the meeting for more specific questions.
Staff Recommendation
4.0
After review, by motion, approve the Housing Redesign Program Application for owners at 900
Grandview Ave in Roseville with the DRC’s additional recommendations for a front entry and per
the program requirements.
Prepared by: Cathy Bennett (651-792-7072)
Attachment: Application, Eligibility Checklist, layout of addition, site photos
RHRA_ Housing Redesign Program Application (9-20-05) - Page 2 of 2
