Also she wondered how the HRA could adapt incentives for managers or landlords to make the <br />improvements. <br />Chair Majerus noted that there should be regular review, possibly quarterly, regarding the status <br />of how the program is going with the expectation that if changes need to be made mid-year they <br />will be recommended to the Council immediately rather than waiting until years end. <br />Bennett explained some additions staff is suggesting to the ordinance. <br />1.Required that either the owner or management company live within the metro area. This <br />deters absentee landlord issues. <br />2.Require that the owner provide the tenants with a handbook on what they are responsible for <br />and what the city does not allow per the city code. <br />Bennett noted that the City Council will be reviewing the ordinance and process on October 17, <br />2005 at the work session. HRA member comments and recommended changes will be <br />incorporated prior to the work session and members were encouraged to attend. <br />c.2005 Proposed Fall Bus Tour (HF37) <br />Executive Director Bennett provided possible dates for an HRA sponsored fall bus tour in <br />October. The last HRA bus tour was in 2003 and now the HRA has many projects that they are <br />responsible for that they can visit on the tour as well as other current development projects and <br />housing renovations. <br />After discussion, the HRA decided to wait until early spring to hold the bus tour. Staff will <br />prepare a virtual tour for the October meeting to profile many of the HRA projects in 2005. <br />Update on HRA Board Member Vacancy Process <br />d. <br />Executive Director Bennett noted that the Mayor and City Council are currently accepting <br />applications for a new HRA Board Member. The vacancy has been advertised and applications <br />th <br />are being mailed to interested residents. Application will be accepted until October 12 after <br />which the Mayor and HRA Chair will review the applications and select qualified applicants for <br />interviews.
