<br />REQUEST FOR HRA DISCUSSION <br />Date: 11-15-05 <br />Item No: <br />9.b. <br />Staff Approval: Agenda Section: <br />DPW/CB Discussion <br />Item Description: Discussion of Possible Housing Subdivision Moratorium <br />Background <br />1.0 <br />1.1On October 24, 2005, the City Council reviewed two separate single family subdivision <br />requests. One of the subdivision requests was tabled and one was denied. As a result of <br />discussion on these projects the Council decided to further evaluate the existing city <br />codes and policies regarding subdivision and it’s affect on the community. Staff was <br />directed to prepare a moratorium ordinance for Council consideration, with respect to <br />Title 11 of City Code, related to subdivisions, plats, minor subdivisions, platting <br />procedures, preliminary plats and related issues. The purpose of moratorium (for up to 12 <br />months) would be to a conduct study reviewing the selected ordinances and policies <br />related to lot size, density, neighborhood context, retention of large lot open private space <br />and other related issues. <br />1.2The Council will discuss these issues in more detail and provide some detail on <br />November 21 and then on November 28 take actions on the issues. The actions could <br />possibly include a series of data review sessions and discussions, a consultant study <br />and/or a moratorium. Staff will suggest that the Council use its advisory bodies <br />(Planning Commission, HRA, and Parks and Opens Space Commissions) to assist in the <br />information generation and policy reviews. In turn, if some new information or policy <br />should come from this work, it is likely that it will be incorporated into the City-Wide <br />Comprehensive Plan (“the Plan”) which must be updated by 2008.
