Bennett explained that the structure is brick and has a new roof and that most of the <br />work is earthwork and internal upgrades. <br />Chair Majerus asked if there had been any issues in the past from other agencies regarding <br />GMHC performance in this program. Information, Reports and Other Business <br />a.Update on 2006 Preliminary Levy Certification by Council (HF31) <br />Chair Majerus requested that the video from the City Council Meeting in September be played for <br />the benefit of the HRA Board to review the comments associated with setting the HRA <br />preliminary levy. After the video was played, Chair Majerus thanked member Maschka for his <br />support of the HRA. Member Bean noted that it was good to see that the Council is hearing from <br />residents and have an understanding that families are being helped by the programs of the HRA. <br />Executive Director Bennett also provided an updated revenue and expense report and noted that <br />GMHC provided $32,940.17 in profit from the Applewood Court Single Family homes project <br />and that this will increase the amount of expected cash balance available at the end of 2005. <br />Bennett presented a new estimated budget with a possible reduction in levy request by <br />$14,674 to be forwarded to City Council for final levy certification. <br />b.Update on Proposed Rental Licensing Program Process (HF36) <br />th <br />Executive Director Bennett provided a summary of the City Council work session on October 17 <br />regarding the adoption of ordinances relating to housing maintenance (IPMC) and rental <br />th <br />licensing. Staff will prepare information on the process for Council consideration on October 24 <br />regarding public hearings on the issues in November. The HRA may be asked to hold these <br />hearings and report to the Council. <br />In addition Bennett noted that GMHC has declined a request to provide a proposal for inspection <br />services under a proposed licensing program. Therefore, staff is suggesting that a request for <br />proposal be sent to private inspection firms and/or individuals for HRA review in November or <br />January. A suggested RFP was handed out. Staff is also meeting with Shoreview and New <br />Brighton to discuss shared inspection services relating to rental licensing. <br />Chair Majerus supported the idea of requests for proposals from the private sector to be returned <br />in early December for HRA review. <br />Member Scheunemann noted that the fire department staff should review the IPMC and that he <br />knows of only a handful of private inspection companies but will assist in providing the names of <br />those to staff for the RFP. <br />3 <br /> <br />
