(HF0026) <br />Background <br />1.0 <br />Cathy Bennett, currently an employee of the City of Roseville Community Development Department, <br />has served as the HRA’s executive director since its inception in 2002. The HRA currently contracts <br />with the City of Roseville for executive director services to the HRA. Ms. Bennett will be changing <br />jobs beginning in January 2006 and will be employed by a private consulting firm, BCS, Inc. based in <br />Forest Lake. The HRA Chair and Community Development Director suggest that the HRA board <br />consider contracting with BCS for Cathy Bennett’s continued service rather than contract with the City <br />of Roseville. (The City has no additional staff to do her work, but could continue as the financial <br />officer for the HRA.) <br />Executive Director Services Summary: <br />2.0 <br />The current costs for executive director services (1/2 of the economic development specialist time) and <br />administrative support (1/3 of the community development administrative support time) is based upon <br />the approved contract with the City of Roseville, which is $45,000 for 2005. <br />For 2006, $50,000 is budgeted for these services. In 2006, the administration support (secretarial) staff <br />through the City Community Development Department will be reduced. Currently there is no city staff <br />employee who either has the time or qualifications to perform the executive director services for the <br />HRA. The HRA has paid for the “learning curve” to create and enhance the position of executive <br />director. The community development staff finds this to have been a huge HRA success. It makes no <br />sense to discard this investment in community housing now, simply because the contracted personnel <br />is moving from one work site to another. Therefore, the Community Development Director asked Ms. <br />Bennett, through BCS, Inc, to provide a proposal for executive director services for 2006 for the HRA <br />Board consideration. (attached). The housing outcomes will be the same high quality, and the services <br />will continue to be seamless. <br />BCS is willing to provide a discounted hourly rate ($65 per hour) for a one year contract for services. <br />The regular hourly BCS consulting rate is currently $100 per hour. Based upon the current level of <br />time that the executive director spends on HRA management and program development (12-15 hours <br />per week), community development suggests that an equitable option would be to enter into a one year <br />contract for services with BCS, Inc. In addition, $5,000 annually should continue to be earmarked for <br />City administrative support services (mailings, copies, collating, some secretarial work and hosting the <br />HRA web page) for 2006 through a separate contract with the City.
