October 15, 2003 <br />Ms. Shu Lien Wu <br />2071 Fry St. N <br />Roseville, MN 55113 <br />RE: 2012 Eldridge Ave – Unsafe Structure and Public Nuisance Violations <br />Dear Ms. Wu: <br />The property you own at 2012 Eldridge Ave was recently inspected by City of Roseville Code <br />Enforcement Officers who were accompanied by your son Mr. Frank Wu. This inspection was in <br />regard to concerns the structure might be an unsafe structure as defined in the building code. <br />This correspondence is a report on the finding of this inspection. Also included in this <br />correspondence are the results of a subsequent inspection which addressed the structure’s <br />exterior, of which, the city has received numerous complaints. <br />Background: <br />The property located at 2012 Eldridge Ave is vacant and has been in a deteriorating condition <br />since at least 1991. In eight of the last thirteen years the City has received complaints about the <br />structure’s deteriorating condition and lack of yard maintenance. In 1998 the City abated a <br />peeling paint code violation by having the structure’s exterior painted. In many of the last six <br />years the City has contracted to have the grass cut at times each summer. The only maintenance <br />to the structure observed recently has been the filling of exterior holes (allowing rodent entry) <br />with spray foam and the trimming of bushes. A failed attempt to purchase the home through the <br />City’s HRA program revealed that a portion of the structure’s foundation (crawl space) wall had <br />failed. The City continues to receive complaints from area residents about the structure’s <br />condition, yard maintenance, and the negative effect this property is having on the neighborhood. <br />Because of the reported foundation wall failure the City requested the property owner allow City <br />inspectors inside the structure to determine if the structure was unsafe. <br />Inspection: <br />th <br />On August 29, 2003 City Code Enforcement Officers Rick Talbot and Don Munson were <br />allowed entry (and accompanied) by Mr. Frank Wu, son of the property owner (you) for the <br /> <br />
