10.2In addition, the HRA Housing Plan goals developed in 2003 include the following: <br />1.Provide a balance of housing in price and product type to meet life cycle needs of the <br />community <br />a.Preserving existing housing and develop new housing in partnership with federal, <br />state and regional agencies and non-profit community groups and businesses. <br />b.Providing a link between Roseville seniors moving out of existing single family homes <br />with young families for first time purchase option while providing alternate housing <br />for those seniors to enable them to remain a vital part of the community. <br />c.Prohibiting Intrusion of Incompatible Land Uses to Preserve Neighborhoods <br />d.Developing and promoting programs that provide choice and diversity in the housing <br />stock to include a variety of affordable housing options. <br />2.Promote Roseville as a safe community with a positive quality of life and a sense of <br />community by: <br />a.Providing information regarding the importance of quality and diverse housing <br />opportunities and close-knit neighborhoods to foster a sense of community. <br />b.Increasing awareness of the Housing & Redevelopment Authority to all levels of the <br />community both internally and externally. <br />c.Increasing awareness of housing programs and the services of the Housing Resource <br />Center that is available to Roseville residents and property owners. <br />d.Partnering with police, fire, neighboring cities, school districts, non-profits and <br />consumers to foster a better overall quality of life in the region. <br />e.Promoting that Roseville has quality and safe police, fire and ambulance services. <br />f.Ensuring that residents have appropriate links to services throughout the community. <br />11.Roseville Senior Housing Linkage Program <br />Roseville has a high demand for senior housing as noted in its Senior Market Feasibility Study <br />conducted in 1998. According to the study, Roseville’s current senior housing is fully occupied <br />but only 25 percent of those occupants are previous Roseville residents. The other 75 percent of <br />the occupants come from the St. Paul area and northern suburbs. Roseville is attractive for <br />seniors due to its safety, accessibility to services, and the convenience provided by the Roseville <br />Circulator from senior housing to those services. Roseville and the 35W Corridor Coalition <br />Communities have seen a tremendous increase in senior population from 1990-1999.
