Motion carried. <br />8.Information, Reports & Other Business (Verbal Reports by Staff and Board <br />Members): <br />a. <br />Update on Multi Family Study Report and McCarron’s Neighborhood Master <br />Plan (HF0008, HF0004) <br />Cathy Bennett explained progress on the Multi Family Study, noting that a written report <br />is in process, with a professional writer to compile the complete document, which will be <br />included in the HRA Atlas. <br />Cathy Bennett reported on the McCarrons Neighborhood Study. She noted that staff met <br />with the Watershed District staff to develop options for high density uses and it impact on <br />the pond. She noted that staff is meeting with Mr. Guptil this week and a final report will <br />be presented to the Board in March or April. <br />b. <br />Report and update on the Council, Commission Goal Setting Session <br />th <br />Chair Majerus reported on the February 7 meeting stating that it was a very good start in <br />developing a strong working relationship with the Council and the HRA. Dennis Welsch <br />explained the cooperation and process at the goal setting session and relayed the next <br />steps for taking the discussion out into the community. <br />c. <br />Discussion of Process to set up a Housing Improvement Area (HIA) (HF0014) <br />Cathy Bennett explained that the Housing Improvement Area (HIA) concept was <br />discussed with the Minnesota Housing Finance Agency. The HRA attorney is reviewing <br />the Statutes, noting that the City Council by ordinance must set up the HIA, and then <br />designate the HRA to administer it. Cathy Bennett will meet with owners of a <br />condominium association next week. A petition must be presented to the City that <br />includes at least 25% of the owners to be valid. The condominium association anticipates <br />improvements to be done in the spring of 2005. <br />Member Hermes asked if other condo associations should start the same process as <br />Parkview Terrace (Yes). The HRA could fund this through a revenue bond program. <br />d. <br />Discussion of Marketing Options for Sale of Applewood Pointe Homes <br />Cathy Bennett explained that marketing is underway through direct mailings to police, <br />fire, teachers, advertising in the paper, and placement of a sign on the site. <br />Member Hermes noted that there are seven key real estate agencies in Roseville and they <br />should be contacted regarding this opportunity. Is there a lottery system in place if <br />demand is warranted? (Yes – through GMHC). Cathy Bennett explained the lottery <br />process. She explained the targeted program. Member Hermes will assist in setting up a <br />Realtor meetings. <br />e. <br />Other Board Member & Staff Reports <br /> <br />
