The first neighborhood meeting was on October 22, 2003 with the McCarrons Lake
Neighborhood Association. The purpose of the meeting was to introduce the study area and
purpose and generate a list of study issues to be reviewed. The following study issues were
identified. From that meeting a list of task force members was developed to assist in the study
process.
Meeting 2.
On December 9, 2003 staff met with area property owners to understand what the current and
future land use issues and opportunities were from their perspective.Invitation letters were
mailed to all commercially zoned property within the study area. The following members
attended the meeting:
Galilee Lutheran Church members had the following comments:
Concern about how will the church be affected by development of the property at 185
North McCarrons?
The Church is interested in partnering and/or some relationship in uses.
Envision a coordinated plan between the Church, then to the west including the Armory.
The site should be used to serve the neighborhood.
Currently the church outreaches into the community with their multi purpose space.
They have relationships with other groups such as a Hispanic Congregation and “Project
Home”.
The Church is interested in being a good neighbor. Currently they have a good relation
ship with Carl Seidel rental properties and have provided food and gifts for the children
and families in those units.
The church site is underutilized and they have talked about adding gym space to the west.
They have not been able to adequately fund such a project but would be interested in
partnering.
The church would like to see the pond at 185 North McCarrons cleaned up and serve as
more of an amenity such as walking paths for the area when the site is developed.
Terry Palmer, the representative of the Armory had the following comments:
The armory site is state owned by The MN Department of Military Affairs and was
purchased from the Roseville School District. It is used by the MN National Guard.
Typically the Guard properties are within neighborhoods and they have partnered in other
areas like Rosemont and Brooklyn Park to build Community facilities with National Guard
facilities.
They have no long range plans to change the use of the site and the current site serves their
need well for offices and training rooms. There is limited use of outside space and some
use of gym space for drills.
DRAFT MARCH 10, 2004 20
