The mechanical systems, electrical, plumbing and HVAC, are outdated and do not <br />appear to be in working order, are poorly located and would need to be replaced; <br />All interior finished surfaces including ceilings, walls and floors would need to be <br />replaced; <br />The bathrooms and kitchen would require new fixtures, cabinets and appliances. <br />Based upon these issues GMHC determined that it would be less expensive to demolish <br />the existing structure and build a new home rather than try to extensively remodel the <br />home and add a new foundation and basement. GMHC offered to purchase the home <br />from the Wu’s. That offer was declined. <br />2.4Currently the property continues to be in violation of city codes. Specific violations <br />include broken storm door, peeling paint, rodent holes in siding and roof, missing light <br />fixture on pole in yard, rusted rain gutters throughout and junk/debris in year yard. The <br />City continues to receive complaints from area residents regarding the property and its <br />negative affect on the neighborhood <br />2.5The City received a court order to enter the home for an inspection to determine if the <br />structure was unsafe as defined in the building code in the fall of 2003. The conclusion <br />of the inspection determined that the structure is currently in violation of MN State <br />Building Code Section 1308.0180 “Unsafe Building”. The structure was declared unsafe <br />and its Certificate of Occupancy was revoked. The building was ordered to be repaired <br />or demolished within 90 days as communicated to the owner, Ms. Shu Lien Wu, in a <br />letter dated October 15, 2003. To date the building has not been demolished or repaired <br />and remains in an unsafe condition. Roseville’s City attorney prepared a memo outlining <br />options available to the City in dealing with this property. The City Attorney’s <br />perspective is that the HRA has broader powers to acquire the site using its statutory <br />authority MN Stat. 469-012 which allows the HRA to use eminent domain to acquire <br />“substandard buildings or improvements”. Clearly the history and condition of the <br />property at 2012 Eldridge would meet this definition. <br />2.6The HRA attorney, Jim Casserly, has reviewed the files and is recommending that the <br />HRA order an appraisal to determine a fair market value for the property as the first step <br />in the eminent domain process. <br /> 2012 Eldridge Request 03/16/04 - Page 2 of 3 <br /> <br />
