Also proposed to be served by the proposed improvement would be an area of approximately 20 acres within the Village of Falcon Heights and abutting Roseville along Roselawn Avenue from Fairview Avenue to Prior Avenue. The ultimate discharge of the storm water will be into recently improved County Ditch No. 4 easterly and northerly of the proposed improvement with ultimate discharge into Lake Johanna. The Council also directed Banister Engineering Company to determine the estimated cost of the improvement, and whether such improvement should best be made as proposed or in connection with some other improvement. The preliminary report and cost estimate have been submitted by the engineers and considered by the Council and are hereby approved and directed to be placed on file in the office of the village manager. The improvement proposed to be made in the general manner set forth in the report is designated as Storm Drainage Improvement No. 68-11. 2. The Council shall meet at the Village Council Chambers, 2701 North Lexington Avenue, on October 28, 1968, at 7:30 o'clock p.m. for the purpose of holding a public hearing on the proposed improvement under and pursuant to the provisions of Minnesota Statutes, Chapter 429, as amended, and the manager is hereby authorized and directed to cause notice of the time, place and purpose of that meeting to be published twice in the official newspaper, Roseville Sun, which publications shall be a week apart, and the second publication shall be not less than three days before the date of the hearing. Pursuant to M.S. 429.03l, Subdivision 1, notice shall also be mailed to the owner of each parcel within the area proposed to be assessed not less than 10 days prior to such hearing. 3.
