There is benefit to the community to partner with the Church and the Armory as part of the <br />development of 185 N. McCarrons Blvd. to provide minimal impervious surface with shared parking <br />arrangements, to provide new housing for the neighborhood residents and church -members, to provide <br />more community access and use of the Armory facilities and to provide joint storm water management <br />of the parcels to maximize development and provide the best possible stormwater capacity and quality <br />of the water runoff. <br />There is general consensus that high density development in the most appropriate reuse of the south <br />side of 185 N. McCarrons Blvd with a median density townhomes for the north side of the site. The <br />HRA in partnership with the Planning Commission and City Council will encourage Mr. Guptil to <br />develop based upon his proposed development schedule or sell for development if it is not feasible to <br />accomplish an acceptable development within that timeframe. <br />The short and long term uses in the area should be neighborhood oriented and provide public access to <br />the lake, park, trail systems and service as parcels redevelop. In addition, design standards should be <br />developed for redevelopment of Rice Street parcels to provide quality community image and quality <br />building materials and architectural significance. <br />The faith-based community can provide additional support for the neighborhood by hosting and <br />encouraging additional housing assistance and social services. More formalized programs could be <br />developed with the assistance of the Galilee Lutheran Church. <br />The City should consider the use of the Armory site for more neighborhood based community center <br />use. In the short term, additional partnership efforts should be pursued for use of the site. In the future <br />when the site is no longer needed by the National Guard, the site should be considered for purchase by <br />the City as a community asset for the east side of Roseville. <br />Next Steps <br />The plan is to be adopted by the Housing & Redevelopment Authority with the recommendation that it <br />be incorporated into the City’s Comprehensive Plan. <br />The Planning Commission will hold a public hearing to consider accepting the plan are part of the <br />Comprehensive Plan with City Council to provide final adoption of the plan. <br />The plan is forwarded to the Metropolitan Council for review and comment. <br />If adopted, Phase I development will be presented for formal land use review as a Planned Unit <br />Development in the summer-fall of 2004 with development in 2005. <br />The HRA will contact owners of existing apartment to discuss options for renovation of their sites and <br />help to pursue financial assistance through grants and other local, county and state resources. <br />Future phases of development and partnerships will be reviewed annually by the HRA and City <br />Council. <br />Page 3 of 3 <br /> <br />
