<br />REQUEST FOR HRA ACTION <br />DATE: 05/18/04 <br />ITEM NO: 7.a. <br />Staff Approval: Agenda Section: <br />CBAction <br />Set public hearing for consideration of the eminent domain for <br />Item Description: <br />property located at 2012 Eldridge Street (HF 0020) <br />1.0Background <br />1.1At the April HRA meeting, this item was delayed to allow the current property owner, <br />Frank Wu, to present a schedule for development of the site and demolition of the home. <br />HRA staff forwarded a list of demolition contractors to Mr. Wu and offered to assist in <br />preparing a development schedule and bids for demolition. HRA staff contacted Mr. Wu <br />by phone on May 10 again to offer assistance. Staff received an email (see attached) <br />from Mr. Wu indicating that he was meeting with a builder to review house plans and <br />costs late the week of May 17, 2004. Staff replied, requesting that a specific building <br />schedule be presented to the HRA with dates and names of builders as directed at the <br />April HRA meeting. As of the date of this report a demolition permit has not been <br />applied for. <br />1.2The appraisal of the property located at 2012 Eldridge Street has been finalized based <br />upon the property history, condition and exterior site review. An interior inspection was <br />not allowed by Mr. Wu after attempts by the appraiser. The appraised value is primarily <br />the value of the land at $107,000 as of the date of the report April 30, 2004. <br />1.3The HRA has powers to acquire the site using its statutory authority MN Stat. 469-012 <br />which allows the HRA to use eminent domain to acquire “substandard buildings or <br />improvements”. Clearly the history and condition of the property at 2012 Eldridge would <br />meet this definition. <br />2.0Suggested HRA Action. <br />2.1 <br />If additional detail regarding proposed development schedule and demolition of home is <br /> by resolution <br />not received from Mr. Wu as requested at the April 18, 2004 meeting then, <br />(as attached), set a public hearing for June 15, 2004, to consider the acquisition of <br />the property at 2012 Eldridge street by proceedings in eminent domain <br />2.2If a development schedule is received and it provides enough detail to satisfy the HRA’s <br />concern regarding redevelopment of the home, discuss whether to continue the action of <br />setting the public hearing for 30 days. <br />Prepared by: Cathy Bennett, 792-7072 Attachments: Resolution, Email from Mr. Wu <br />\\Victoria\CommDev\Housing\Housing_Files_(HF)\HF0020_2012 Eldridge\05.18.04 eldridge HRA report.doc <br /> 2012 Eldridge Request 05/18/04 - Page 1 of 1 <br /> <br />
