A program summary and draft application is <br />attached. <br />Access Improvement Program <br />b. – Over the years, staff has experienced increased calls <br />regarding handicap accessibility improvements in both rental and single family properties. <br />This is naturally a result of the aging population in Roseville and their desire to stay within <br />the home as long as possible. The need for assistance especially is true for those with <br />limited incomes. However, we have also received requests from families with children who <br />have handicaps. It is not only an aging issue. The goal of this program would be to <br />provide a grant for accessibility\livability improvements to both rental and single family <br />homes at $2,000 per unit up to $10,000. Similar to the proposed Rental Rehab Program, <br />the incomes of those benefiting from the grant must be at or below the 80% of median <br />income limit. For rental property, over 50% of the units must meet the income criteria. For <br />a single family property, the total household income may not exceed the income limit. A <br />program summary and draft application is attached. <br />3.0Staff Recommendation <br />3.1The proposed programs outlined achieve the HRA’s recommendation (and is consistent <br />with the Housing Plan) to provide a clear purpose for the use of CDBG funds as well as <br />meet the required federal guidelines. <br />The proposed programs meet not only general rental improvements but also <br />accessibility\livability issues citywide. <br />The proposed programs are flexible enough to provide a larger award of funds in the <br />form of a loan if needed. Based upon discussions with the County and rental property <br />owners, assistance funds less than $10,000 are not worth the paper work that would be <br />required using a loan documents (mortgage, recording fees, etc). <br />The structure of the rental program outlined (matching grant up to $10,000) would be <br />beneficial to achieve small improvements in lower rent complexes. <br />The accessibility\livability program is recommended based upon limited funds available <br />to make such improvements and the increased requests received for assistance of this <br />type over the years. <br />3.2Staff believes that providing a program that will help to achieve HRA goals as well as <br />making the funds readily available and easy to use is very important. Most of the County <br />and State funding available require a significant amount of paperwork and ongoing <br />oversight. This deters both rental property owners and residents from applying for funds <br />and making necessary improvements. Since these funds are second generation CDBG <br />dollars, the full federal oversight is not required. The funds have been underutilized and <br />the County would likely not support additional grant applications until the funds are <br />programmed.
