Steps for applying for the program <br />1.Complete an application providing the HRA with complete information on your property <br />and request for rehab funds. Provide proof of mortgage balance if applicable and proof <br />of insurance (declaration page). <br />2.The HRA staff will conduct tenant income verification. After all pertinent tenant income <br />verification (through survey forms and/or other acceptable format) is received a <br />determination will be made whether 51% of the tenants meet the income guidelines for <br />the program. In a two unit property 50% of the tenants must meet guidelines. Priority <br />will be given to units in which 100% of the tenants meet low/moderate income <br />guidelines. <br />3.Roseville Code Enforcement staff will do an inspection to determine if there are any code <br />violations that need to be addressed as part of the grant process. <br />4.The landlord will be required to provide at least 2 bids from contractors of his/her choice. <br />The contractor, if low bidder, must provide the HRA staff with verification of licensure to <br />perform work in the City of Roseville. <br />5.The landlord will provide proof of his/her share of the cost based on the low bids <br />received. <br />6.Forgrant request, once the work is completed, the landlord must provide the HRA with <br />proof of payment for work performed – invoices and cancelled checks – as well as signed <br />lien waivers of all contractors and material suppliers to receive reimbursement through <br />the grant. In addition, the improvement must have a satisfactory final inspection from <br />the Roseville Building Inspections. <br />7.For a loan in excess of $10,000, a closing will be scheduled at the HRA office to sign all <br />necessary papers including a mortgage, promissory note, truth in lending disclosure <br />statement and Landlord/Contractor agreement. <br />2 <br /> <br />
