<br />REQUEST FOR HRA ACTION <br />DATE: 09/21/04 <br />ITEM NO: 8.a. <br />Staff Approval: Agenda Section: <br />CB Action <br />Item Description <br />: Adopt Policy Statements and Action Steps Relating to the <br />Multifamily Housing Study <br />1.0Background <br />The draft multi-family study was forwarded to the HRA members in August. Staff <br />continues to refine the plan and develop charts/graphs, glossary of terms and an executive <br />summary. One of the key components of the report will be the establishment of specific <br />policy statements and action steps to implement those policy statements. This allows for <br />actions now, based upon the report findings, as well as in the future. <br />The policies and action steps help measure what achievements the HRA has made when <br />the study is updated in a few years. Staff is recommending that the HRA prepare policy <br />statements and action steps to communicate the program to the Planning Commission and <br />the City Council during the adoption of the report. <br />Suggested Policy Statements and Action Steps <br />2.0 <br />The following are some suggested policy statements and action steps to help facilitate <br />discussion. Staff suggests that the HRA review the report and suggested policy <br />statements/action steps and be prepared to support, reject and bring forward other <br />suggestions of policy statements and action steps for consideration by the HRA Board. <br />HRA Policy Statements and Action Steps: (drafted by HRA staff for consideration <br />by the HRA Board) <br />Policy Statement: <br />1. Provide more opportunities for Roseville renters to own <br />homes in Roseville, should they decide to move from their rental housing. <br />Study Findings <br />a. - The Study indicates that there is a young family <br />population within rental multi family housing and that when they move to <br />ownership housing they tend to move out of Roseville. The reasons for <br />this are speculative but housing elsewhere is available immediately and is <br />less expensive. In addition, even though Roseville’s home ownership rate <br />(68%) is higher than the national average, it is below the average of the <br />state and metropolitan region. A goal of the City has been to retain a ratio <br />of approximately 70 percent owner occupied units to 30 percent rental <br />units. <br />Multi Family Housing Study Report (9-21-04) - Page 1 of 7 <br /> <br />
