Attachment B <br />Council Approved and Adopted November 8.1999, January March <br />Preamble: <br />Roseville’s Housing Improvement Program (the “Housing Program”) is a document <br />established to guide planning and policies related to providing a community rich in <br />for <br />housing quality and choices all residents. The Housing Program in not a <br />replacement for but rather is part of and a result of the City Vista 2000 and <br />Comprehensive Plan. The Housing Program is the working document that is <br />reviewed and revised annually by the newly formed Housing Redevelopment <br />Authority, in and for the City of Roseville, to ensure that the programs established <br />are effectively and efficiently serving the current housing needs of the community. <br />It is understood that as housing structures age and the market needs change so will <br />the programs and policies in the Housing Program. The main components of the <br />Housing Program include the VISION OF Vista 2000 and goals and policies of the <br />City’s Comprehensive Plan and Livable Communities Action Plan. Each program <br />strives to meet the current needs of the community by collaborating with other <br />agencies and filling gaps that might exist within more traditional housing programs. <br />Roseville has over 15,000 housing units. <br />Single family detached homes make up the <br />majority of housing units in Roseville (56%). The second largest housing type is <br />apartments and condominiums, which make up 38% of the units in the City. Town <br />homes are also a major housing type, representing over 5% of the community housing <br />Approximately 70 percent of all housing units are owner-occupied.There are <br />approximately 100 mobile homes remaining in Roseville, most of which are at least 20 <br />years in age. Roseville has a higher percentage (68%) of homeowners (single family, <br />townhome, condominiums) than Ramsey County, but the statewide home ownership <br />(especially outstate) rate (75%) and the Metro area home ownership rate (78%) remains <br />higher. Roseville homeowner vacancy rates are similar to those found in the County and <br />the Metro area, with the turnover rate is approximately 3% per year. The City vacancy <br />rate for rental property has reduced from 10% in 1990 to about than 2% in 2000 with an <br />increase in 2002 of yet the turn-over rate remainsas high as 30% per year <br />particularly as young adults move in and out.
