City of Roseville - Housing & Redevelopment Authority Meeting Minutes for January 21...Page 2 of 3 <br />Chairman Bill Majerus <br />Vice Chairman Jen Jackson Millasovich <br />Secretary Jeanne Kelsey <br />Executive DirectorCathy Bennett <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />b.Discussion and direction regarding contracts for legal, fiscal and other city staff purposes <br />Cathy Bennett explained that since the Housing & Redevelopment Authority is as a <br />separate legal entity from the City Council and Advisory Commissions it is recommended <br />that separate legal counsel, fiscal agent and policy for use of city staff as Executive <br />Director and/or advisory to the HRA be established. <br />She explained Roseville service contracts. <br />She recommended Jim Casserly as HRA attorney and the City of Roseville Finance office <br />as the fiscal agent. <br />Cathy Bennett recommended using City Community Development staff to support the <br />HRA. <br />Motion: <br />Member Majerus moved, seconded by Member Millasovich, to direct staff to <br />prepare service contracts related to the above mentioned administrative services needed <br />for the HRA for consideration at the February regular meeting. <br />Member Marks explained the City staff as Director might get the City into conflict between <br />HRA and the City Council. Chair Majerus suggested more discussion of this issue, tabling <br />the issue to a future meeting. Member Kelsey asked that other cities be compared. <br />Motion: <br /> Member Majerus moved, seconded by Member Scheunemann, to table the <br />service contract for the Executive Director. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />c.Ramsey County Housing & Redevelopment Authority 2003 Priorities for Funding – Judy <br />Karon, Executive Director <br />Judy Karon, Ramsey County HRA Executive Director, provided a summary of the use of <br />CDBG ($1.2 million) and HOME ($600,000) funds within the City and County and the <br />priorities for use of these funds in 2003. In addition, Ms. Karon introduced possible future <br />partnerships efforts between the County HRA and Roseville HRA. (She explained original <br />County loans to the City for the Byerly’s site and the Brittany Apartments.) <br />The County HRA supports the Housing Resource Center ($300,000) County-wide. It also <br />supports the Environment and Energy Resource Center ($300,000) per year. Judy Karon <br />explained the HRA funding strategies and encouraged future partnership efforts. <br />Motion: <br />Member Kelsey moved, seconded by Member Boldt, to accept by Resolution the <br />Ramsey County HRA housing priorities and direct staff to forward the recommendation to <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2003/hram030121.htm3/25/2010 <br /> <br />
