City of Roseville - Housing & Redevelopment Authority Meeting Minutes for March 18, ...Page 2 of 3 <br />b.Request to approve partnership with City of Roseville Community Development <br />Department for demographic study of multiple family housing in Roseville. <br />Chair Majerus requested a staff review. <br />Community Development Director Dennis Welsch explained the proposal for demographic <br />analysis and measurements for bench marking. The purpose of the study is to review the <br />household demographic make up of multi family residents and evaluate the condition of existing <br />multi-family units within the City. The results will be used to update the City Comprehensive Plan <br />and assist the HRA in understanding the multi-family housing stock. The Community <br />Development staff would complete the Phase 1 study and a private consulting firm, Excensus <br />Demographics, would complete the Phase 2 study. <br />Chair Majerus inquired if the City was required to do the Comprehensive Plan and was informed <br />that they would need to do this plan. This is one method by which the HRA and the City can <br />share the consultant services costs, for shared information, which achieves goals for both the <br />Community Development Department and the HRA. <br />Chair Majerus inquired if this multi-family work would be part of the entire demographic outlook <br />for the community and was informed that it would be and that single family demographics have <br />already been completed. Data will be updated annually through this process. <br />Member Millasovich inquired if written surveys had been used by the City and was informed that <br />there have not been any surveys done explicitly for multi-family demographics, but that a <br />recycling survey had been conducted in 2002. <br />The tasks were described in the staff memo of March 18, 2003 as: <br />1) The HRA should approve an HRA work plan to begin preparation of a housing and <br />demographic data base foundation to be used in the 2003 HRA Housing Plan. This will be <br />reviewed annually for benchmarking to measure the success of HRA programs. <br />2) The HRA should direct the Executive Director, with modifications or denial, to prepare <br />a work order with Excensus Demographics for Housing Demographics and Statistics, not <br />to exceed $4,500, to be funded from the HRA budget. <br />Motion: <br /> Member Marks moved, seconded by Member Millasovich, to direct the Executive <br />Director to prepare a work program and contract with Excensus, for a cost not to exceed $4,500, <br />and to create a partnership with the City of Roseville’s Community Development Department for <br />the demographic study of multiple family housing in Roseville as shown in 4.1 and 4.2 of the <br />staff report dated March 18, 2003. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br />Discussion/Reports and Non-action items <br />8. <br />a.Discussion of Process for Preparing Roseville Housing Plan 2004 <br />Executive Director Cathy Bennett explained the purpose of developing an HRA mission and <br />operating policies. A sample was presented for consideration. In addition, the purpose and <br />potential process for updating the Roseville Housing Plan was reviewed. <br />The process for the completion of a housing plan with a suggested timeline was presented. The <br />process includes providing a vision, goals, implementation strategies, evaluation process and <br />budget.
