If the HRA is to <br />participate, it will require a request to the City Council to release Housing Fund dollars. <br /> <br />Brian Carey, United Properties, described the Applewood Pointe development including <br />streets, parks and different housing (single family, townhomes and senior cooperatives). <br />Two single homes will be built by Habitat for Humanity with the same design as other <br />homes. The remaining 5 single family homes are priced at $210-230,000 with no public <br />assistance. Town homes will be placed along the west property line. The townhomes will <br />sell at $200-225,000. The cooperative will have 96 coop units. Phase II could be <br />townhomes or condominiums. The cooperative units will range from $169-230,000. The <br />pond and path will be unpaved. <br /> <br />Cathy Bennett described the actions that can be taken <br />  <br />Action Items <br />8. <br />Consideration of participation in the development of first time homebuyer homes at <br />a. <br />Applewood Pointe <br />, Cathy Bennett <br /> <br />Member Kelsey asked for a definition of first time home buyers. Executive Director Cathy <br />Bennett said the HRA Board can set the range and definition. Member Kelsey said the <br />prices explained by United are not first time buyer units, but do not include public financial <br />participation. Cathy Bennett explained the Master Plan calls for first time home buyer <br />homes. <br />Member Scheunemann asked what is the definition for first time home buyer. Executive <br />Director Cathy Bennett explained that programs vary by providers such as MHFA, <br />Ramsey County. A first time home buyer normally will pay $180,000 or less, and not have <br />owned a home in three years.
