City of Roseville - Housing & Redevelopment Authority Meeting Minutes for June 17, 20...Page 2 of 5 <br />Executive Director Cathy Bennett explained the need for a public hearing to gather input <br />from the community on the HRA’s draft housing plan and preliminary budget for 2004. <br />Bennett explained that to meet the City budget process the HRA budget would need to be <br />approved in draft format in July to be forwarded to the City Council for their August <br />meeting. The plan and preliminary budget will be available for public view prior to July 15 <br />on the HRA website or mailed upon request. <br />Motion: <br /> Member Millasovich moved, seconded by Member Marks, to set the public <br />hearing for July15, 2003, 7:00 p.m., to consider the approval of the HRA Housing Plan <br />and Preliminary Budget for 2004. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br />Discussion/Reports and Non-Action Items <br />8. <br />Discussion of Stellar Home Program (Council member Craig Klausing) <br />a. <br />Council member Craig Klausing explained the proposed Stellar Home program. Klausing <br />noted that homes are the single biggest asset and encouraging maintenance and <br />preservation is important to the community. Code enforcement addresses compliance <br />with code related issues, while it is envisioned that the Stellar Home Program would <br />encourages preservation and maintenance and acknowledgement for improving the <br />home. He explained that this program would be the "carrot" while code compliance is the <br />"stick". <br />Klausing asked the HRA to evaluate the Stellar program and how it could create value for <br />the community. It should be administered with a minimum of staff and HRA time. <br />Relationships could be strengthened with HRC, builders and developers. Klausing asked <br />the HRA to identify the types of activities or project that should be rewarded. For example, <br />should an award for a senior home renovation or unique updating of the fifty year old <br />home? How can homes be renovated to fit the next generation of home buyers? How can <br />remodeling be done for less than $50,000? <br />Klausing asked the HRA to evaluate what type of "award" should be provided. An <br />acknowledgment by Council & HRA was one suggestion. Securing gifts from local <br />remodeling companies or building/landscape related stores was another option. <br />He challenged the HRA to be creative, think about new ways of solving the issues. <br />Member Marks asked if there was staff time and HRA funds estimated to administer the <br />program? (not at this time). Craig Klausing asked for HRA input on the development and <br />implementation of a program. <br />Council member Klausing explained the differences he has found in walking the <br />neighborhoods. Could more projects be encouraged? Could it create a momentum <br />elsewhere in the neighborhood? The Stellar program should encourage a positive <br />approach. <br />Klausing thanked the HRA for their consideration. <br />Review of Draft Housing Plan and Preliminary Budget <br />b. <br />Executive Director Cathy Bennett explained the Council’s action on June 16 to transfer <br />Housing funds to the HRA. Two funds (574 and 271) were explained.
