Department Approval <br />��. .�: �� <br />Item Description <br />BACKGROUND <br />��i <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 03/29/2010 <br />Item No.: �� a <br />City Manager Approval <br />Approve an Optical Fiber and Facility Connections Agreement with Ramsey <br />County Library <br />Since 2002, the City has capitalized on a number of cost sharing opportunities to install fiber optic <br />communication lines to connect public facilities in Roseville and adjacent communities. To date joint <br />projects with Roseville Area School District has connected 6 facilities to a city owned fiber optic network. <br />In May of 2009 City Council approved an optical fiber project to connect 4 additional public buildings <br />located near the Hamline Avenue Corridor. The project extended the municipal fiber network to Falcon <br />Heights Elementary. In the report to City Council it was indicated that the participating agencies would <br />enter into agreements with the City for the construction of the network and to share in the annual <br />maintenance of the Hamline Avenue fiber segment. In February, 2010 City Council reviewed and approved <br />a service and cost sharing agreement with Roseville Area School District. <br />The terms of the agreement with Ramsey County Library provides for an exclusive indefeasible right of use <br />(IIZU) to a portion of the optical fiber network as described in the agreement. The City will continue to <br />own and maintain the optical fiber network The Library will contribute to the annual maintenance of the <br />provided optical fiber network. <br />The agreement was reviewed and has been approved by the Ramsey County Library Board and the <br />executed agreement is provided in this report. The City attorney has reviewed the agreement and it is <br />therefore recommended that the City approve the agreement. <br />POLICY �BJECTIVE <br />Multi jurisdictional agreements and projects are consistent with the goals and strategies identified in the <br />Imagine Roseville 2025 process. The j oint construction of a fiber optic network serves a larger number of <br />constituents and achieve greater economies of scale than if either party were to construct one separately. <br />FINANCIAL IMPACTS <br />Not applicable. <br />STAFF RECOMMENDATION <br />Staff recommends the Council approve the attached Optical Fiber and Facility Connections Agreement. <br />Page 1 of 2 <br />
