13 <br />14 <br />1� <br />17 <br />Department Approval: <br />� -� <br />g�i � <br />� <br />REQUEST FOR COUNCIL ACTION <br />DATE: 3/29/2010 <br />ITEM NO: 12.c <br />City Manager Approval: <br />� � <br />Item Description: Discuss the relationship between zoning districts and the Comprehensive <br />Plan as it pertains to the request by Twin City Chinese Christian Church <br />for approval of a zoNiNG TEXT aMEN�MENT to allow contemporary church <br />uses in General Business (B-3) Districts (PF10-oo6) and, depending on the <br />conclusion, either act on the request or provide further direction for staff. <br />1.0 <br />2.0 <br />REQUESTED ACTION <br />Twin City Chinese Christian Church has proposed a zoNiNG TEXT aMEN�MENT to allow <br />churches in General Business zoning districts, pursuant to § 1016 (Amendments) of the <br />City Code. <br />Project Review History <br />• Application submitted and determined complete: February 5, 2010 <br />• Planning Commission recommendation (4-0 to approve): March 3, 2010 <br />• Project report prepared: March 23, 2010 <br />• Anticipated City Council discussion and potential action: March 29, 2010 <br />• Extended review deadline: June 5, 2010 <br />SUMMARY OF RECOMMENDATION <br />2.1 The body of this report contains additional information on the relationship between the <br />guidance of the Comprehensive Land Use Plan and the requirements of the zoning code <br />(Section 5), the potential implications of the current zoning code update process vis-a-vis <br />existing zoning districts (Section 5), the relationship between the Comprehensive Land <br />Use Plan and land use (Section 6), and amending the Comprehensive Plan (Section 7); <br />please review the information and discuss these issues. <br />� s 2.2 Depending on the outcome of the above discussion, act on the proposed zoNiNG TEXT <br />� 9 aMEN�MENT, or direct staff to initiate the process of amending the Comprehensive Land <br />2o Use Plan; see Sections 5-7 of this report for more information and Section 8 for details. <br />2 3.0 <br />2 3.1 <br />23 <br />24 or <br />SUMMARY OF SUGGESTED ACTION <br />Pass a motion denying the proposed zoNiNG TEXT aMEN�MENT, pursuant to § 1016 <br />(Amendments) of the City Code; see Section 8 of this report for details. <br />PF10-006 RCA_032910 (3).doc <br />Page 1 of 5 <br />
