GRASS LAKE WATERSHED MANAGEMENT ORGANIZATION 7 <br />November 17, 2009 <br />Root noted that one piece of information not previously considered is current water levels, which <br />are diminishing lake owners' ability to enjoy the lake. Aichinger cautioned the Board about <br />prioritizing water surface use, as it may impact water clarity. <br />Sobiech stated that Lake Owasso Association residents could work cooperatively for changes on <br />individual properties to reduce phosphorous loads. The next step would be to contact the DNR <br />and get consensus on whether there is enough data or if more data is needed to prepare the plan. <br />The DNR has an outline of the type of plan it would like to see and may want to see at least one <br />more early spring and late summer survey to confirm what is in the lake in both spring and fall. <br />Aichinger noted that Terry Noonan has an extensive record of past surveys back to the 1980s, <br />but he does not know if quality for level detail is needed to meet DNR requirements. <br />It was the consensus of the Board to see if Board Member Dan Kelsey would coordinate working <br />with the lake association as the Board moves forward in addressing Lake Owasso issues. <br />D-4 2010 Budget <br />Schwartz reported that as of today, before invoices, the cash balance is $127,306. The budget <br />can be approved, even though it is not yet determined who will oversee it. <br />Ferrington stated that he would approve the draft budget as proposed without the addition of <br />administrative services, as the cost is unknown. <br />Root moved, Westerberg seconded a motion to approve the 2010 draft budget for GLWMO. <br />VOTE: Ayes - 4 Nays - 0 <br />D-5 January Meeting Agenda <br />The proposed agenda for the January 20, 2010 GLWMO meeting was reviewed <br />1. Ryan Johnson, RCD, will present a BMP cost-share report <br />2. Paul Wolstad, a DNR representative, will give a presentation on water dynamics <br />3. Geoff Nash's report on how to alert citizens about chloroform <br />4. Website content <br />5. Reports up to date with BOWSR -Schwartz to report <br />The meeting on December 15, 2009 is to focus only on administrative services. <br />Ferrington requested that Board Members receive the most up-to-date version of the Joint <br />Powers Agreement. <br />Westerberg moved, Root seconded a motion to adjourn the meeting at 7:35 p.m. <br />VOTE: Ayes - 4 Nays - 0 <br />
