If income is more than $68,000 no <br />matter how large the household, that household is not eligible. <br />FURTHER MOTION AMENDMENT: Root further revised his motion amendment to <br />incorporate the income restrictions as set by the federal government. <br />AMENDMENT WITHDRAWN: Root withdrew his amendment to the motion. <br />NEW AMENDMENT: Root offered a new amendment to the motion ,seconded by <br />Westerberg to include the following eligibility criteria for well sealing: <br />1. Well sealing must not be associated with a property transaction. <br />2. The property must owner-occupied and homesteaded. <br />3. The income restrictions as proposed by the U. S. federal government will apply to <br />GLWMO residents. <br />4. The well sealing must be completed by the end of the current fiscal year, which is <br />December 31, 2009. <br />Vote on Amendment: Ayes - 4 Nays - 0 <br />Vote on the motion to approve a program and revise the budget to take $5,000 from <br />GLWMO reserves and place it as a line item in the 2009 fiscal year budget for the well <br />sealing program, with the approved amendment. The motion died for lack of a second <br />because the Board believes it cannot financially support the well sealing program from <br />Ramsey County. <br />G Monitoring Well Proposal <br />Nash reported that in the Woodbridge area of Shoreview on the northeast side of Lake <br />Owasso, the county paid to monitor four wells at the County Mental Health facility, at <br />Soo Avenue and the railroad, one in the back yard between the lake and the <br />neighborhood, and one at Rice Street east of Owasso Lane. The old pavement in the <br />neighborhood was taken out and replaced with porous pavement because there is not <br />enough room in the area to treat storm water with basins. The concern is the effect of <br />storm water on ground water or lake water. The level of ground water and lake water is <br />the same in this area. Pre-construction sampling was done. It is hoped GLWMO will <br />pay for those costs, as the work could not wait for prior approval. In six months, ground <br />water quality will be checked to see if there has been any impact. There is a lot of <br />interest in the results to support using this technology. <br />Maloney stated that an open house was held and 120 people from all over the Midwest <br />came. The Department of Health is concerned about any impact to St. Paul Regional <br />Water sources and ground water, and the city was able to negotiate with the Department <br />of Health for lab services on the samples. <br />
